BEGGER: SOCIAL PROBLEM AND CRIMINALITY

A. Background of the Problem
The impact of economic development does not influence in prosperity, but further it causes the stretched poverty in grass root line. By name developmentalism, a state and official government launched various programs which to gain the prosperities for people. In fact, there is a gap between the haves and the poor, between the high classes and the low classes, and other contradicted groups. Indonesian government stressed the high economic development but they forgot to get equalities. People who felt the difficulties to live, people who couldn’t achieve the basic needs in their life are beggar.
Beggar generally live in the big city, metropolitan or central capital such as: Jakarta, Surabaya, Makassar, and Medan. They are unemployment, the poor, under pressures economic falsifications. They rarely eat meal, fresh vegetables, milk, clean water, etc. They have no a comfortable house, inaccessible to enroll education for their children, inability to struggle for life. What a pity!
Beggar live on the street, beside the rivers (Ciliwung River), under fly over and any places which possible to them to stay there. Formal work is sponge on the consumer by foot, cadging in trajectory of traffic lamp, cadging in a crossed bridge and other strategic places. They are called the beggar, they’re social garbage. They never feel safety, they always afraid from the power and official security.
The beggar is the man or woman whom incapable of to do something. Without money in their hands, they are anxiety. They couldn’t buy goods for maintain the life from the death. Social problem made government have to release the policy for all Indonesian people, just not for exclusive person.

B. Solution
Jakarta as a capital city has had many beggars in any areas. Rural area arose many problem in social aspect just poverty in one side, and high criminality in other. Eliminating the crime such as: killing, murderer, a pickpocket, and so on, the government and community should care to beggar. Don’t judge them as social bin, they are human being. Zakat and any social aids have to channeled to them.
The haves must care them, by founding Panti Asuhan, Panti Jopo, Sekolah Rakyat, and Rumah Sakit Rakyat. Those policies make them as really Indonesian people.
